NIOPDC at a Glance


National Iranian Oil Products Distribution Company (NIOPDC) established in 1928. The company has been responsible for supply and distribution of oil products for over 80 years.

The total capital of the company amounts to RLS 11,477,171,500,000. 8202 staff work in 37 zones (mainly capitals of provinces), 232 regions (in city centers), 86 oil products' depots with capacity of around 11.5 billion liters, over 2850 fuel stations (200 governmental and 2650 private ones), 45 aviation fuelling centers, about 15 thousand oil and gas tankers and oil products' transfer pipelines and fuel carrying vessels. NIOPDC is responsible for distribution of over 220 million liters of oil products per day all over the country.

 A major portion of the required products of the country is produced in Iran's local refineries and the rest is imported.

NIOPDC has allocated RLS 9,293,441 credit to its development projects. Since 2008, the company has started expanding its storage and distribution facilities through establishing 9 new oil depots, 59 storage tanks with the capacity of 6.1 billion liters in 22 locations and 4 aviation fuel stations, so that improve its storage capacity by 18 billion liters  by 2012 to meet the domestic and international market requirements. It is noteworthy that many of the projects finished in 2009, and the rest are under implementation.

NIOPDC has aimed at achieving advanced technologies and updating all its operational and administrative activities to rank the first in the region. Therefore, the company has paid especial attention to the issue, and in order to realize its determined objectives, it cooperates with universities and research institutions on implementation of lots of student and research projects.

In line with improving its creativity and organizational elevation, NIOPDC is applying EFQM organizational elevation model.

Using the new generation of tankers, NIOPDC has improved the capacity of transporting gasoline and other products from 30,000 to 33,000 liters per trip.

In addition, by renovating its transportation fleet, NIOPDC has reduced the age of its fuelling fleet to 10 years.


The total sale of oil products by NIOPDC in 2009 amounted to 100,520,000,000 liters, which worth over RLS 92, 000, 000,000,000.

Chief among the most important tasks of NIOPDC is supplying fuel to the power plants. For instance, although the weather in 2007 winter was bitterly cold, on average 12.2 million liters of gas oil and 23.2 million liters of fuel oil was delivered to the power plants.


 ¨ International Activities

Oil Products Export

Exporting oil products is one of the major activities of NIOPDC. In 2007, the total amount of oil products including gas oil and kerosene exported by NIOPDC was 343,000 tons. In 2008, the total amount of oil products including fuel oil, heavy naphtha, gas oil and kerosene exported by NIOPDC amounted to 3497461 tons.   In 2009, NIOPDC exported around 3.5 million tons of oil products including fuel oil, naphtha, gasoil, kerosene, aviation fuel, gasoline and sulfur worth $ 1,700,000,000.

It is noteworthy that 512,922 tons of the total amounts of exported oil products exported to Iraq through land borders, in 2009, approximately worth $ 366 million.


2-    Bunkering

Bunkering in the Persian Gulf region which is one of the new fields of activity of the company was started with selling17500 tons of fuel oil in the second half of 2006 and in 2007 it reached 1,030,000 tons; however, in 2008, the figure reached 2,150,000 tons, and in 2009 it reached 3,386,000 tons.

With respect to the existing capacities in Iran's petroleum industry and the growth in the demand rate in the Persian Gulf region and Oman Sea, NIOPDC is intending to increase the amount of bunker delivered to vessels by 4 million tons, annually.


3- Swap

The operation for swap of LPG, gasoline, gas oil, and fuel oil from CIS countries to the southern coasts of Iran in the Persian Gulf and other border regions of the Islamic Republic of Iran is chief among the activities of NIOPDC.

It is noteworthy that since 2007 the volume of swap operation by NIOPDC has amounted to 1,100,000 tons.




Health, Safety and Environmental (HSE) Activities


In line with its HSE policies based on timely supply and distribution of oil products without accident, professional disease and damaging the environment, NIOPDC has carried out its huge volume of activities while concentrating on its personnel health, taking care of its facilities and protecting the environment. Meanwhile, in order to match its current plans with HSE requirements, NIOPDC considers the required resources and applies them.
In order to ensure full compliance of its current and future activities with HSE considerations, NIOPDC benefits from managerial systems such as OHSAS 1800l and ISO 1400l. Aiming at full compliance with oil industry HSE requirements, NIOPDC is deploying HSE-MS all over the company; therefore, it is designing and implementing various executive projects in various sectors- industrial health, safety and firefighting, environment and training.

One of the other measures taken by NIOPDC is reducing, leading, transferring and recovering gasoline vapor during various steps: storage, transfer and distribution.

Implementation of this project requires installation of some equipment in oil depots, on road transportation fleet and in fuel stations that would cost RLS 1800 billion. The project not only helps the country save RLS 600 billion, it would also prevent environmental and physiologic damages that would lead to saving RLS 2000 billion.

Stations Expansion


The major philosophy behind establishment of CNG project is introducing a substitute fuel to reduce gasoline import and pollution in megacities. With respect to the consensus among CNG project officials and those involved in the project, regarding the necessity of establishment of a concentrated management to supervise all CNG related activities, as well as HE the Minister's decision in this regard, last year; NIOPDC was given the mission to start its new phase of activities. The company started construction and operation of CNG stations (single and dual purpose) and its own activities concerning conversion of transportation fleet, as well. It is worth mentioning that by 21 March 2010, 1191 CNG stations came into operation and, in 2010, ten CNG stations are expected to come into operation weekly so that better and more service be provided to CNG users.

Information Technology and Communication

Relying on over 80 years experience and scientific and technical backgrounds, NIOPDC has made significant efforts to achieve up-to-date know-how and technology and utilize modern software and automate its systems. The highlights of the measures taken are as follows:


Fuel Smart System:

The system is one of the most important and unique IT projects all over the world, financed and commissioned by NIOPDC.

The system provides services to over 17 million subscribers, gathers vehicles' fuelling data from 2850 fuel stations all over the country through benefiting from a mechanized system and transmits the data to one of the biggest data centers for process so that the required analytic and statistical reports would be prepared on its basis. Over 1100 offices throughout the country provide services to fuel smart card users.

In the recent years, implementation of fuel smart card project has controlled the growing trend of oil products consumption and has reduced gasoline and gasoil consumption rate ,so that over $ 11 billion is saved through reducing gasoline and gasoil  import.

The most important software and mechanized systems run by NIOPDC are as follows:


Internet Sales System : ( www.niopdcsell.com)

The system, which started its activity in January 2009 through benefiting from the services of banks, has provided customers with the possibility of electronic purchase of fuels without any limitation (time and place). NIOPDC customers can submit their orders through internet and follow up their order in NIOPDC internet sales system and can get to know about the status of their previous orders in different stages of stock operation. One of the advantages of the system is reducing thousands of urban and countryside trips. It also prevents flow of cash of Trillions of RLS in the country.

Easy Trade System : ( www.tejaratasan.ir)

Easy Trade System started its activity in September 2209. The system covers the entire stages of requesting oil products and its approval by NIOPDC and other relevant organizations .It not only facilitates administration affairs, but also prevents urban and countryside trips and reduces the costs of administration appliances.

Tanks' Automatic Gauging Systems:

In order to control storage mechanized process, tanks' inventory project known as LG/TG has started since 2006 through equipping all tanks in oil depots with automatic gauging devices to measure tanks’ inventory,  and quantities such as temperature, level and density of oil products.

Electronic Security System:

The system includes installation of Closed Circuit TV (CCTV), paging system and security system around the company to protect them electronically.

E-org System:

The system is used in the company to eliminate hard copies from correspondence cycle; and record administrative information electronically.

Oil Depots Mechanized System:

The system includes the entire process and operation in depots including receipt, transfer and controlling inventory of oil products depots.

Sales Mechanized System:

  The system includes the entire operation of oil products' sales.




The system sends interurban shipment data and shipment approval      receipt to destination terminals. Requests for dispatching shipments are also sent through this system.


The system is used for locating and watching the position of oil tankers.

MF System:

The system is used for recording the personnel training records.

TA Facilitating System:

The system is used for paying fare to oil tankers.

ACC System:

The system is used for carrying out the company’s financial performance.

Transportation Fleet System:

The entire data related to transportation fleet and land transportation contractors is
available online in this system. 


Suggestions' System:

The company suggestions' system has been established to reinforce the spirit of cooperation seeking in various levels of the company and create interaction among personnel and managers.

NIOPDC has managed to save budget significantly through receiving suggestions.
